Fifteen immigrants were arrested on Friday afternoon after being spotted trying to leave the back of a lorry on the M25 at Dartford.
Police and ambulances attended the incident on the M25 close to Junction 31 and closed the road for a short period including the Dartford Tunnel.
The road reopened shortly before 3.45pm, but long queues remained in the area.
A Home Office spokesman said: “At about 3pm on April 22 a group of 15 people were found inside a lorry at the M25 services at Dartford.
“Immigration officials are currently processing their cases.”
